Program for reducing pollutant levels in the municipality of Kameno 2021-2025.
The program for improving the quality of atmospheric air in the territory of the municipality of Kameno for the period 2021 - 2025 aims to bring it into line with regulatory requirements, in particular - to quantify the contribution of individual sectors/emission sources to pollution levels, review the current measures and establish adequate and effective ones, depending on the specific contribution (share) of each source. An update of the program for the new period has been prepared in accordance with the requirements set out in the Clean Air Act and Regulation No. 12 of July 15, 2010. for standards for sulfur dioxide, nitrogen dioxide, fine dust particles, lead, benzene, carbon monoxide and ozone in ambient air, and according to the criteria set out in the "Instruction for developing programs for reducing emissions and achieving the established standards for harmful substances in the areas for assessment and management of ambient air quality in which the established standards are exceeded", approved by Order No. RD-996/20.12.2001 of the Minister of Environment and Water. The program is also consistent with the provisions of Ordinance No. 7 of 3.05.1999 for assessment and management of ambient air quality and the guidelines from the Manual for assessment and management of ambient air quality at local level for SO2, PM10, PB and NO2 (from October 2002), developed within the framework of a joint project under the 1999 PHARE Program for administrative construction (with the German Ministry of the Environment). We have also been informed of the latest documents published in the sector, such as: National Program for Improving Ambient Air Quality (2018-2024) and National Program for Air Pollution Control, Bulgaria 2020-2030.
The update of the Program aims to:
• Identify measures to ensure good ambient air quality on the territory of the municipality and ensure compliance with regulatory standards;
• Define measures to achieve low levels of pollutants;
• Limit the negative impact on human health, nature, natural and cultural values, etc. from various anthropogenic activities;
• Strengthen control over unorganized sources of emissions into the ambient air;
• Provide the population with information on the levels of PM10 in the ambient air.
In developing the program, all available data on atmospheric air pollution in recent years were used, provided by the Municipality of Kameno and the Regional Inspectorate for Environment and Water of Burgas, respectively, the National Statistical Institute, the Information System maintained by the Environmental Agency of Bulgaria and the results of the assessment through dispersion modeling based on analyses and assessment of pollution by the PM10 indicator with an above-normal level for the reference year 2019. The assessment through dispersion modeling of atmospheric air pollution in the area of the town of Kameno by the fine particulate matter (PM) indicator within the meaning of the Clean Air Act and the regulatory acts on its implementation aims to quantify the contribution of individual sectors/emission sources to pollution levels, review the current measures and establish adequate and effective ones, depending on the specific contribution (share) of each source. The assessment has been prepared in accordance with the requirements set out in the legal framework and sectoral programs.
